86452: Stop the Financial Snapshot block from throwing an error when income eligibility has been overridden on a case.

86753: Fix the "Assigned Programs" field available in the grant module so it does not cause an error.

86865: Avoid an error with the Financial Information block by making it recognize when it is used in an online intake and therefore has no logged in user.

86931: Rewrite the Create Organization Assignment block and companion list view element, and add the ability to make court assignments as a special type of organization assignment on cases.
