Poverty Scale Unknown, Could Not Get Poverty Scale

If the Poverty Scales are out of date, financial forms will refuse to display fields and cases can't be accepted.

Usually in the form of a message or error like "Poverty scale for <date>: unknown", where <date> is the Intake Date of the matter you are working on.

Rarer is "Could not get poverty scale for <date> and size 0". This means the Number of People fields are blank or contain zeros.
