LS-128841: The Admin > System Speed page includes timing on system-y things that aren't relevant to non-developers (that's the new sobriquet for site administrators), so we're removing them.

LS-135706: Adding the Timekeeping Links element to a home page or cases section front will no longer throw the page into an error state that frightens and confuses hapless site administrators.
